Peter Griffiths is General Director of Aviation Administration of Kazakhstan since August 2019. He was appointed to introduce the new regulatory system that will support Kazakhstan’s air transport sector growth and provide a foundation for Kazakhstan’s aviation industry to become a world player.
Previously he was Chairman of the Performance Review Body of the European Union’s Single European Sky Initiative.
Earlier he held the position of Director General Civil Aviation United Kingdom of Aviation He was the Chief Executive Officer for the launch of the new Nas Air (Flynas) low-cost airline in Saudi Arabia and prior to this role, Director Safety and Security at EasyJet Luton.
He has held a UK Air Transport Pilots license and has flown as aircraft commander of the Airbus 320 and Boeing 737 aircrafts.
He is a trained engineer holds a Master Degree in Risk Crisis and Disaster Management as well as Air Accident investigation qualifications from University of Leicester and Cranfield University respectively.
First Deputy Director General
Linda Orlady was appointed as Head of Flights Safety in December 2019. She is a third-generation pilot and led diverse team of technical and safety pilots, flight procedures coordinators, including chief technical pilots for 737, 747, 757/767, KC-46, 777, 787 and McDonnell Douglas models.
Orlady has been involved in aviation, human factors and safety for thirty years as a pilot, researcher, instructor, and author. Orlady served as the Executive Air Safety Vice-Chair for the Air Line Pilots Association as well as the Safety Management Systems Project Director. She served as one of the Chairs for the FAA's SMS Aviation Rulemaking Committee.
Previously, Orlady was a NASA-sponsored researcher for Yale and Harvard Universities on a research project investigating crew complements, procedures and automation. She co-authored a 600-page book ofHarry Orlady, Human Factors in Multi-Crew Flight Operations.
Linda holds a master's degree in business administration from the Ohio State University with concentrations in organizational behavior and human factors. She received a bachelor's degree in philosophy from DePauw University. Orlady is a member of the Board of Governors for the Flight Safety Foundation.
Deputy General Director for aviation security
Darkhan was appointed Deputy General Director for aviation security of Aviation Administration of Kazakhstan JSC
He graduated the Almaty Institute of Architecture and Civil Engineering with a degree in Industrial and Civil Engineering and the Turan University with a degree in Law.
He was trained in special programs in the field of aviation security and has appropriate certificates.
He has experience in various leadership positions in special government agencies and the Ministry of Industry and Development of the Republic of Kazakhstan.
Deputy General Director for general ground operations
Nurbek Bekmukhambetov is Deputy Director General.
At «Aviation Administration of Kazakhstan» JSC Nurbek is responsible for general ground operations.
Nurbek graduated with a Bachelor of Science degree in economics from SOAS, University of London, and a Master’s degree in Business Administration in Aviation from Luiss Business School. He has also studied under various safety management programs. He has working experience in the Civil Aviation Committee and good knowledge of the aviation industry of the Republic of Kazakhstan.
Prior to his appointment as Deputy Director General, he worked as Vice-President of «Prime Aviation» JSC.
Director of the Department Human Resources
Zhanna joined Aviation Administration of Kazakhstan in October 2019.
Zhanna is a highly experienced Human Resources professional with over 17 years of experience in her field. She brings with her an International background which in the last 7 years has been concentrated on delivering Human Resources solutions for A.P. Moller Group Maersk Oil Kazakhstan GmbH which became TOTAL E&P Dunga in 2018. Prior to this she was operating Human Resources and Administration functions across Kazakhstan in International companies in Oil&Gas industry. She holds a Bachelor Degree in Management, CIPD Certificate in Human Resources Practice (CHRP) which is an internationally recognized certification and a degree in English.
Director of Air navigation Department
Oleg Avdeyev is Director of Air navigation Department of JSC «Aviation administration of Kazakhstan» since August 2019.
Educated at Kiev International University of Civil Aviation. Awarded the degree of Master of Engineering. He has more than twenty years of experience in the civil aviation administration system. At different times, he oversaw the issues of airline activities, the use of airspace and air navigation. He took an active part in the development of the regulatory framework, the implementation of projects in the field of air traffic management and the provision of aeronautical information. Since 2013, he has been involved in the oversight of the safety of air navigation services.
Director of the Aviation Security Department
Katyshev Darkhan was appointed Director of the Aviation Security Department of «Kazakhstan Aviation Administration» JSC in August 2019. Since 2009, he was head of the Aviation Security Department of the Civil Aviation Committee. Over the years, he has worked in the Ministry of Internal Affairs of the Republic of Kazakhstan, and as a chief expert in the Ministry of Transport and Communication.
National Aviation Security Coordinator. He led the working group during the ICAO audit on aviation security in 2017. He graduated the Academy of Public Administration under the President of the Republic of Kazakhstan. He is aerodrome construction specialist, aviation technic and technology specialist, a doctorate and has international aviation security certificates.
Director of Flight Operation Department
Petyashin Igor is Director of Flight Operation Department – Chief Aviation Inspector of JSC «Aviation Administration of Kazakhstan». He was previously Head of PEL Department - Senior state inspector of the Civil Aviation Committee, OPS director of “SCAT” airlines. He was a senior manager for training and flight standards, a senior examiner of the A-320 fleet of Air Astana JSC.
He was Captain of TU 134, Boeing 737-200, Boeing 757/767, Boeing 737 700-800, Airbus 320 family, later Type Rating Examiners and Type Rating Instructors Boeing 737 700-800 and Airbus 320 family. He graduated the Aktobe Higher Aviation School of Civil Aviation and numerous international continuing education courses.
Director of the Quality Control and Safety Analysis Department - Cheif aviation inspector
In 2010 he received a Bachelor's degree in Transport with honors from Pavlodar State University named after S. Toraigyrova. Zhanat is a graduate of the Bolashak international scholarship. He completed Master's Degree with distinction in International Transport from Cardiff University in the UK in 2015.
Since April 2011, he has worked as an expert, chief expert and senior state aviation inspector for dangerous goods in various divisions of the Civil Aviation Committee. He worked as the National Continuous Monitoring Coordinator with the International Civil Aviation Organization (ICAO) under the ICAO Universal Safety Oversight Audit Programme. Prior to joining the JSC “Aviation Administration of Kazakhstan” he was the Head of the Division of state policy in civil aviation fieldof the Civil Aviation Committee.
Director of the Budget and Economics Department
He has over 15 years of experience in corporate governance. During 2008-2019, he held the positions as a Head of the department of accounting, planning and analysis of operational indicators of «Passenger Transportation» JSC – «NC KTZ» JSC, Senior Manager of the Planning and Economic Analysis Department of «Kazakhstan Engineering NC» JSC, Managing Director for Economics and Finance «NC «KazAvtoZhol» JSC. From 1998 to 2007 he worked as Assistant to the Rector of the Institute for Retraining and Advanced Training of Civil Servants under the Government of the Republic of Kazakhstan, Assistant for Research Tacis EDKZ 9602/9902 - European Union (participation in forecasting the country's economy for short, medium and long term, as well as in analyzing trade policy Kazakhstan), a consultant to the Macroeconomic Modeling Group of the Climate Change Coordination Center - British Council, Deputy Head of the Working Group on Economic and Mathematical Modeling of the «Institute for Economic Research» RSE under the Ministry of Economy and Budget Planning of the Republic of Kazakhstan (MEBP RK), Deputy Director of the Department of Forecasting and Economic Expertise of «Economic Research Institute» JSC.
Graduated from the A. Baitursynov Kostanay State University, Karaganda Economic University, International Academy of Business MBA (Master of Business Administration).
Director of the Strategic development and Stakeholder Management Department
Shek Zhanna was appointed as Director of the Strategic development and Stakeholder Management Department of the «Aviation Administration of Kazakhstan» JSC.
Zhanna studied under the student exchange program in South Korea at Seoul University in international relations. She holds an IATA Diploma in Tourism.
She has experience of working in the construction industry at KUAT Corporation.
Before her appointment as a director of the department, she managed Caspian Travel Company's travel agency for more than 15 years.
Director of the Department of medical safety-chief aviation inspector
Berdongarova Almira was appointed Director of the Department of medical safety-chief aviation inspector of JSC "Aviation administration of Kazakhstan" in November 2019.
Has higher medical and higher economic education. Aviation doctor, candidate of medical Sciences, excellent health care worker, doctor of the highest category, accredited independent expert of the Ministry of health of the Republic of Kazakhstan, author of more than 60 publications, including guidelines and teaching AIDS on health organization, aviation and space medicine.
Previously worked as a Professor of Public health, Kazakh medical University continuing education, chief, division of preventive and curative activities of maternity, childhood and licensing of the Department of health of Almaty, head of the clinic "Kazaeronavigatsia". Has experience in the development and implementation of NPA, educational programs, knows the issues of audit, accreditation, quality control.
Director of the Department for Legal Support
Almat Kachakov was appointed Director of the Department for Legal Support of JSC "Aviation Administration of Kazakhstan" in July 2020.
In 2004 he graduated the Kazakh State Law Academy in Almaty with a degree in Jurisprudence, in 2016 he was awarded a master’s degree in Economics.
He began career in the financial police, worked in various positions, including the head of the organizational and control department.
Since 2007, he served in the prosecutor's office, in 2011 he was a senior assistant to the Chief Transport Prosecutor of the Republic of Kazakhstan, then the head of the territorial prosecutor's office, headed two district prosecutor's offices of the Kostanay region. Since 2018, he held a leading position in the General Prosecutor's Office.
He graduated a research internship at Sakarya University in Turkey and an international course in the United States (Washington) on "Technology and security in the Central Asian regions."
