Aviation inspector for Flight Crews

 

Responsibilities:

 

  • Check the applicant's documents for the state service "Aviation personnel licensing" (hereinafter - state service) in accordance with the legal acts defining the rules for issuing and extending the validity of licenses for aviation personnel.
  • To check the applicant's documents in order to recognize the license issued by a foreign state.
  • Perform the tasks set by the Head of Aviation Personnel Licensing Division and the Director in a timely manner, as well as comply with the deadlines for providing public services.
  • Review applications, letters and petitions of civil aviation organizations of the Republic of Kazakhstan on issues of aviation personnel for aircraft maintenance.
  • Fill out licenses of aviation personnel and attachments in the licenses with the endorsement of ratings and special remarks.
  • Take part in inspection of flight crew and its trainings documentations, and flight crew licenses.
  • Immediately provide the necessary documents and information related to aviation personnel, at the request of the Commission for the investigation of accidents and incidents in civil and experimental aviation.
  • Carry out work to identify violations in flight safety, develop recommendations for ensuring flight safety.
  • Represent the interests of the AAK in ministries, departments and organizations within its competence.
  • Take part in the development of regulatory legal acts and internal procedures.
  • Comply with the rules and regulations of the documentation of the AAK.
  • Maintain the required level of professional training and qualifications.
  • Respect labor discipline and the rules of service ethics.
  • Report to the direct leader about all identified violations and shortcomings in connection with the work performed.
  • Strictly comply with the acts of the Employer, internal labor regulations, requirements of other governing documents, as well as the rules of labor protection, safety, fire protection, industrial sanitation.
  • Perform other duties within the competence of the Department.

 

 

Requirements:

 

  • higher aviation education or technical qualifications and expertise as a flight crew member or an airworthiness engineer or an air traffic control officer and a good understanding of the other areas of licensing concern;
  • thorough knowledge of the licensing regulations, licensing practices and procedures;
  • at least 3 (three) years of experience in the aviation industry;
  • competence with ICAO standards, recommendations and procedures, aviation legislation of the Republic of Kazakhstan, regulations related to department’s activities;
  • knowledge of the languages required to perform document management within the organization, as well as the English language (professional terminology in the field of activity);
  • skills of a PC and office equipment user, working in local and global networks, oral and written communication, preparation of analytical documents and information materials;

Director of the Department of airworthiness – Chief aviation inspector

 

Responsibilities:

  • To Carry out the implementation of state policy and state administration in the field of civil aviation.
  • Directing and controlling the activities within the Department.
  • Manage and lead the Directorate, promote a clear vision and common goals to empower team members.  Identify the required resources to support the team and ensure sufficient provision of competence within the Directorate. Ensure the size and diversity of the technical team meet AAK airworthiness aspirations in RoK.  Appropriately identify, manage and support staff training needs (with condition that it doesn’t affect Departments activity).
  • Ensure the provision of regulations and standards affecting airworthiness together with safety policies and procedures.
  • Manage the regulatory oversight, coordination and preparations for inspections/audits and other special events.
  • Carry out checks in accordance with the procedure established by the Entrepreneurial Code of the Republic of Kazakhstan and current Law.
  • Not to interfere established work regime of the civil aviation organization during the inspection period.
  • Timely and fully comply with the powers granted in accordance with the laws of the Republic of Kazakhstan to prevent, detect and suppress violations of the requirements established by the legislation of the Republic of Kazakhstan in the field of airspace of the Republic of Kazakhstan and aviation activities.
  • To Check the availability of aviation personnel certificates, aircraft and flight documentation, certificates, permits and documents, the issuance of which is provided for by current Law, as well as the compliance of civil aircrafts, including foreign aircrafts, with the airworthiness requirements of civil aircraft of the Republic of Kazakhstan and the standards of the International Civil Aviation Organization (ICAO).
  • To prepare and submit to management reports on the inspection and control of operators and civil aviation organizations of the Republic of Kazakhstan in timely manner
  • To develop preventive measures to prevent aviation accidents and incidents.
  • To take part in the development of normative legal acts in the field of airworthiness in the civil aviation of the Republic of Kazakhstan.
  • To Carry out consideration and work with statements, letters and petitions of civil aviation organizations of the Republic of Kazakhstan.
  • Oversee aviation organizations in RoK in terms of airworthiness issues and make recommendations concerning appropriate enforcement action in conjunction with the Deputy Director General for Legal Affairs or his/her team.
  • Assess and advise Airworthiness organisations on AAK aviation regulations and standards.
  • Ensure routine inspections/audits are undertaken, in accordance with established work programmes considered necessary at prescribed intervals.
  • Check timely performance of inspectors reporting (daily basis) on certification audits progress. Check timely performance of tasks by Department staff.

 

Requirements:

  • Relevant College or University qualification to minimum Bachelor's level or equivalent in aviation engineering. Degree in Aerospace Engineering or related Aviation discipline (an engineering license is preferred);
  • Minimum 7 years’ experience in aircraft maintenance and/or engineering/regulator, experience of working on management and leadership position. Minimum 2 years of Regulatory experience.
  • Advanced skills of using computer programs;
  • Advanced level of English;
  • Training in at least 1 type of aircraft;
  • In-depth knowledge of flight safety and regulatory requirements.

Economic regulation specialist

 

Responsibilities:

• Create a basic concept of economic regulation in Kazakhstan;
• Work directly with ICAO on aviation industry data;
• Oversee economic regulation of the industry in Kazakhstan - Airports, Kazaeronavigatsia, Airlines;
• Ongoing industry research and creation of legal regulations, member of the Tariff Policy Council, member of the Antimonopoly Council;
• Create project concepts within AAK for self-sustainability and industry promotion, including the Aviation Hub model at MFCA;

Responsibilities:

· Participation in the development of draft regulations in the field of civil aviation;

· Participate in the development of draft legal documents of Aviation Administration of Kazakhstan JSC (the Company);

· Carry out legal examination of drafts of normative legal acts, being developed by structural divisions of the Company in sphere of civil aviation;

Responsibilities:

· Organization of preparation of draft regulations on the use of airspace and aviation activities and opinions on them, negotiations on draft regulations with associations, state bodies, Parliament, international organizations, participation in working groups under state bodies on the development of regulations

· Organization and implementation of legal advice to the Company's employees, legal review of documents, including contracts, agreements, instructions, orders, decisions to issue airworthiness certificates, operator certificates, certificates of aviation operations and other internal documents developed by the Company;

Responsibilities: 

  • Accept and register in the  log of incoming documentsincoming documents signed by the Directror, from civil aviation organizations, aviation personnel, as well as various ministries and departments. 
  • To check the list of documents of the applicant for the  state  service "Issuance of certificates to aviation personnel" (hereinafter – the state service) in accordance with the legal acts defining the rules for issuing and extending the validity of certificates of aviation personnel. 
  • Draw up the approval sheet, support internal documentation, including business trip  orders. 
  • Submit documents with the approval sheet to the inspectors of structural divisions taking into account the terms of approval confirmed  by the state service. 
  • Timely perform the tasks set by the Director and comply with deadlines for providing the the state service. 
  • Before sending the  document to the case, check the correctness of the its design , the presence of all signatures and reviews of the responsible persons, and the marks of execution.

Senior aviation inspector for the air traffic service (ATS), Air navigation Department

 

Responsibilities:

 

  • Carries out within its competence oversight the activities of air navigation organizations and organizations responsible for air traffic service (ATS).
  • Carries out within its competence control over the organization and implementation of a safety management system (SMS) of the air navigation organizations and organizations responsible for air traffic service (ATS).

Responsibilities:

External Pilot Licensing Inspector

Responsibilities:

  • Reviewing initial training programs for outside UAV pilots submitted by training centers for eligibility;
  • Reviewing applications and the appropriate set of documents for authorization of external pilots to fly over densely populated areas of cities or towns;
  • Reviewing applications and the corresponding set of documents for the issuance of permission to external pilots to perform aerial work using unmanned aerial systems;
  • Maintaining a register of issued licenses;
  • development of requirements for external pilots for amendments to the Regulatory Act.

Aviation Inspector, Department of Aviation Security

Responsibilities:

  • Carry out certification, control and supervision of civil and experimental aviation;
  • Review and approve Aircraft and Airport Operators Aviation Security Programs, Aviation Security Training and Retraining Programs;
  • Issuance, renewal, suspension, and revocation of airport aviation security service’s screening service certificates;
  • Issuance of inspection orders. Control and supervision in conjunction with other state agencies in accordance with their competence for the observance of laws, rules and procedures to protect the civil aviation of the Republic of Kazakhstan from acts of unlawful interference;
  • Control and supervision over the compliance with the requirements of regulations on aviation security and investigate cases of violations. Maintaining records of violations of aviation security requirements;
  • Arrange, control and coordinate activities to ensure protection and security of passengers, crew members, ground personnel, population, aircraft, airport and air navigation facilities against acts of unlawful interference committed on the ground and in flight;
  • Cooperate and coordinate with other government agencies on matters of aviation security;
  • Development of regulations in the field of aviation security and implementation of ICAO recommended practices and standards in the legislation of the Republic of Kazakhstan.

 

Qualification requirements:

  • Citizenship of the Republic of Kazakhstan;
  • Higher education: technical sciences and technology (aeronautical engineering and technology), or law or services (organization of transportation, traffic and operation of transport, aviation security in air transport), or social sciences, economics and business;
  • At least two years of work experience with the civil aviation authority in the field of aviation security, or at least three years of work experience in the field of aviation security in civil aviation organizations or other related areas (law enforcement and special state agencies), or at least three years of work experience as a chief specialist in aviation security in organizations which are state enterprises with the right of economic management and which have been under the authority of the aviation security authority
  • Certificate of training and retraining as an ASS supervisor issued by ICAO training centers;
  • Certificate of completion of national inspectors courses issued by ICAO training centers;
  • Certificate of completion of an aviation security instructor training course issued by ICAO training centers.

Professional competence:

  • Knowledge of the normative legal acts of the Republic of Kazakhstan regulating relations in the field of civil aviation;
  • Knowledge on ICAO standards and recommended practices as per functional responsibilities;
  • Knowledge on the requirements, methods and procedures applied in protecting civil aviation from acts of unlawful interference;
  • Knowledge of airport screening technology procedures, access and on-site security at airports;
  • Knowledge of English language sufficient to read and understand technical documentation;
  • Computer skills in Word, Excel, E-mail, Internet, Power Point.
