Department Director – Chief accountant of the Department of accounting and financial statement

Responsibilities:

  • Organization of work on the formation and updating of accounting and tax policy and other internal regulatory documents governing the activities of the department;
  • Organization of work on formation of accounting information system in accordance with the requirements of the legislation of the Republic of Kazakhstan in the field of accounting, tax, statistical accounting and reporting in order to provide timely and reliable information to internal and external users;
  • Ensuring timely transfer of taxes and other obligatory payments and fees to the state budget, insurance contributions to the Social Security Fund, pension contributions to the pension fund in accordance with the requirements of the Tax Code of RK, legislation of RK on pensions and insurance;
  • Ensuring control over the correctness of calculations of the wages of employees;
  • Ensuring that financial, tax and statistical reporting forms are prepared and submitted in accordance with the established procedure;
  • Ensuring the safety of accounting documents and submitting them to the archive in the established procedure;
  • Supervising the employees of the Accounting Department and organizing work to improve their qualifications.

 

Requirements:

  • Education: higher specialized (accounting and auditing, economics);
  • Practical work experience in the specialty not less than 5 years, including in a supervisory position;
  • Certificate of Professional Accountant - a document issued by an accredited organization for professional certification of accountants, certifying the professional qualification of an accountant;
  • International certificates ACCA/CIMA/CPA;
  • Languages: English - at least intermediate level;
  • Citizenship of the Republic of Kazakhstan.

Manager of the Department of accounting and financial statement

Responsibilities:

  • accrual of travel expenses, control over timely submission by the Company's employees of advance reports on travel expenses;
  • prepare prepayment reports on submitted documents of employees, carry out all actions before approval by the manager;
  • payroll, allowances, bonuses, vacation allowances, compensations and temporary disability cards to the Company's employees and transfer them to bank cards accounts;
  • Calculate and transfer individual income tax, social tax, as well as withholding and transfer of mandatory pension contributions to the accumulated pension fund, accrual and transfer of social contributions to the State Social Insurance Fund;
  • to make a report on the work (Form 1-T), for submission to the RSU "Department of Statistics of Nur-Sultan City Committee on Statistics of the Ministry of National Economy of RK";
  • accounting for settlements with suppliers;
  • controlling the correctness and timeliness of money crediting by banks, making payments, collection of commissions for services rendered;
  • correspondence with the Company's service banks on issues related to settlements and crediting of money;
  • reflection in the program "1C Accounting" the movement of money on current accounts, loans, bank deposits based on primary documents;
  • control in the order of reconciliation of settlements, accounting of settlements with suppliers;
  • uploading electronic invoices from the "ESF" system and reflection in 1C Accounting system.

 

Requirements:

- higher education;

- practical work experience in the specialty of at least 3 years;

Licensing Officer Airworthiness, Department of issuing certificates to air staff

 

Responsibilities:

  • Check the applicant's documents for the state service "Issuance of certificates to aviation personnel" (hereinafter - state service) in accordance with the legal acts defining the rules for issuing and extending the validity of licenses for aviation personnel.
  • Review applications, letters and petitions of civil aviation organizations of the Republic of Kazakhstan on issues of aviation personnel for aircraft maintenance.
  • Fill out licenses of aviation personnel and attachments in the licenses with the endorsement of ratings and special remarks.
  • Take part in inspection of airworthiness personnel trainings, documentations and licenses.
  • Immediately provide the necessary documents and information related to aviation personnel, at the request of the Commission for the investigation of accidents and incidents in civil and experimental aviation.
  • Carry out work to identify violations in the area of flight safety, develop recommendations for ensuring flight safety.
  • Represent the interests of the AAK in ministries, departments and organizations within its competence.

 

Requirements:

  • higher aviation education or technical qualifications and expertise as airworthiness personnel and a good understanding of the other areas of licensing concern.
  • thorough knowledge of the licensing regulations, licensing practices and procedures;
  • at least 3 (three) years of experience in the aviation industry;
  • competence with ICAO standards, recommendations and procedures, aviation legislation of the Republic of
  • Kazakhstan, regulations related to department’s activities;
  • competence with languages required for a work in the organization (Kazakh and Russian), especially English (as it has professional terminologies regarding the activity areas;

Senior Licensing Officer for Airworthiness, Department of issuing certificates to air staff

 

Responsibilities:

  • Perform inspection together with Medical Department and Airworthiness Department the applications submitted in accordance with public service “The issuance of the licences to aviation personnel” (hereinafter referred as a service) regulations that determine the rules for issuance and extension the validity of aviation personnel licences.
  • Enter data in the register for aviation personnel based on the results of state service performance.
  • Inform Operators about the documentation status if the application has been rejected for a lack of or inaccurate documentations sending by email, AFTN system and/or public service center.
  • Take part in developing the regulations and internal procedure.
  • Take part in the process of the certification of approved training organizations.
  • Take part in inspection of Airworthiness personnel trainings, documentations and Licenses.
  • Immediately provide the necessary documents and information related to aviation personnel, at the request of the Commission for the investigation of accidents and incidents in civil and experimental aviation.
  • Considering issues of the applications, letters and requests of civil aviation organizations of the Republic of Kazakhstan to issue and extend the aviation personnel licenses.
  • Present within the framework of his/her own competencies, interests of AAK at Ministries, Agencies and organizations.

Responsibilities:

  • Carry out work to identify violations in the field of flight safety, develop recommendations for ensuring flight safety.
  • Represent the interests of AAK in ministries, departments and organizations within its competence.
  • Participate in the development of regulatory legal acts and internal procedures.
  • Identify inconsistencies in training programs, hands-on training, on-the-job training, and flight training programs in approved training organizations, and recommend remedial measures to maintain standards.
  • Monitor aviation examiners for work with applications, letters and applications of civil aviation organizations.
  • Coordinate and monitor international correspondence regarding the recognition of examiners.
  • Implement training activities for AAK staff.
  • Prepare and periodically review the syllabi of licence and rating examinations for aviation personnel in their field of speciality, defining the qualifying conditions and standards;
  • Produce and arrange for the publication of relevant pamphlets and information circulars for the guidance of applicants for licences and ratings;
  • Develop technical manuals, training handbooks, test standards, test items and associated materials for personnel licensing training and testing;
  • Maintain a statistical review to determine the effectiveness of licence and rating examinations;
  • Evaluate the technical knowledge qualifications presented in support of applications for exemption from examination for licences and ratings;
  • Assess the extent of the technical knowledge examinations and/or skill tests to be taken by applicants for the validation or conversion of foreign licences and ratings.

 

Requirements:

  • citizenship of the Republic of Kazakhstan;
  • higher aviation degree and experience in the aviation industry for at least 5 (five) years;
  • work as a pilot or as an aircraft maintenance specialist or as an ATCO;
  • experience on aviation personnel training for at least 3 (three) years;
  • knowledge of ICAO standards, recommendations and procedures, as well as other international instruments in the field of staff training;
  • knowledge of normative legal acts of the Republic of Kazakhstan regulating relations in the field of aviation (in the direction of activity);
  • knowledge of the professional training system and professional standards;
  • knowledge of the rules for issuing licenses to aviation personnel;
  • availability of valid on the job training instructor (OJTI) and examiner certificate;
  • knowledge of the languages required for conducting business in the organization (Kazakh and Russian) , as well as English (professional terminology in the field of activity);

Responsibilities:

  • Direct the preparation, maintain and develop, as required, an organization for the examination of applicants for all categories of personnel licences and ratings provided for in the civil aviation regulations and orders;

  • Direct of the activities of the staff of examiners, initiate and maintain, where appropriate, liaison with aviation authorities of other States in order to exchange information concerning content of examination syllabi and examining techniques and standards
  • Establish and maintain a system for ensuring efficient system for the preparation and recording of examination or test reports;
  • Direct the examination and audition of applicants seeking an instructor rating or authorization;
  • Direct the regular formal inspection of premises and records of approved training organizations for compliance with standard requirements and recommend such action as considered necessary in cases of non-compliance;
  • Develop and maintain effective liaison with other organizations conducting training and/or examination of civil aviation personnel;
  • Provide training for examiners to ensure their effectiveness in their allotted duties, supervise the training and performance of designated examiners.

 

Requirements:

Duties:

  • legal analysis of draft regulatory and legal acts, as well as materials of control and supervision prepared by structural units of the enterprise, as well as participation in their preparation;
  • Providing advice and clarification to supervised units on the application of the law;
  • Representation of interests of the enterprise in courts, state and other organizations;
  • analysis of claims and court cases, the procedures of concluding and executing contracts for the development of proposals to address deficiencies and improve the activities of the enterprise;
  • consideration and proposal of opinions at the request of state bodies, other organizations and persons on the provision of information containing commercial and other secrets protected by law;
  • legal support of corporate activities of the enterprise.

Requirements:

  • At least 5 years of experience in the legal field, experience in the corporate sector is desirable;
  • knowledge of civil, banking, labor, tax laws, the Law on Joint Stock Companies and other laws regulating the activities of joint stock companies;
  • knowledge of Kazakh, Russian and English (not lower than upper - intermediate).
