Airworthiness Inspector

Responsibilities:

  • Reviewing and submitting for approval the Operator's Maintenance Regulatory Manual of UAV operators;
  • Preparing amendments to the Regulatory acts in terms of UAV certification for airworthiness, type certificate, and maintenance organizations;
  • conducting certification surveys after the adoption of Regulatory acts amendments in terms of certification;
  • studying and making proposals for the implementation of world experience in terms of UAV operation.

 

Requirements:

  • higher aviation education;
  • at least 5 years of work experience as an aviation technical operation engineer;
  • Knowledge of ICAO standards, recommendations and procedures;
  • Knowledge of normative legal acts of the Republic of Kazakhstan governing relations in the field of aviation (by area of activity);
  • Knowledge of languages required for record keeping in the organization (Kazakh, Russian), as well as English (professional terminology in the area of activity);
  • Availability of skills of PC user and office equipment, work in local and global networks, oral and written communication, in preparation of analytical documents, information materials.

Flight Ops inspector

Responsibilities:

  • Reviewing and submitting for approval the UAV Operators Flight Operations Manual;
  • studying and making proposals on implementation of international experience in the part of UAV operation;
  • development of amendments to the regulatory acts in terms of certification of operators of unmanned aircraft systems;
  • Conducting certification surveys after the adoption of amendments in terms of certification of UAV operators.

 

Requirements:

  • higher aviation education;
  • at least 5 years of experience as a pilot;
  • Knowledge of ICAO standards, recommendations and procedures;
  • Knowledge of normative legal acts of the Republic of Kazakhstan, regulating relations in the field of aviation (by area of activity);

External Pilot Licensing Inspector

Responsibilities:

  • Reviewing initial training programs for outside UAV pilots submitted by training centers for eligibility;
  • Reviewing applications and the appropriate set of documents for authorization of external pilots to fly over densely populated areas of cities or towns;
  • Reviewing applications and the corresponding set of documents for the issuance of permission to external pilots to perform aerial work using unmanned aerial systems;
  • Maintaining a register of issued licenses;
  • development of requirements for external pilots for amendments to the Regulatory Act.
  • in the future, when making requirements for certification of training centers involved in the training of external UAV pilots, conducting certification surveys and preparing documents for the issuance of a certificate.

 

Requirements:

  • higher aviation education;
  • work experience in the organization of training of aviation personnel or experience of professional training of aviation personnel at least 3 (three) years
  • Knowledge of ICAO standards, recommendations and procedures, as well as other international documents in the field of training;
  • Knowledge of normative legal acts of the Republic of Kazakhstan regulating relations in the field of aviation (by area of activity);
  • Knowledge of professional training system and professional standards
  • knowledge of the rules for issuing certificates to aviation personnel;
  • Knowledge of languages required for record keeping in the organization (Kazakh, Russian), as well as English (professional terminology in the area of activity);

Aviation Inspector, Department of Aviation Security

Responsibilities:

  • Carry out certification, control and supervision of civil and experimental aviation;
  • Review and approve Aircraft and Airport Operators Aviation Security Programs, Aviation Security Training and Retraining Programs;
  • Issuance, renewal, suspension, and revocation of airport aviation security service’s screening service certificates;
  • Issuance of inspection orders. Control and supervision in conjunction with other state agencies in accordance with their competence for the observance of laws, rules and procedures to protect the civil aviation of the Republic of Kazakhstan from acts of unlawful interference;
  • Control and supervision over the compliance with the requirements of regulations on aviation security and investigate cases of violations. Maintaining records of violations of aviation security requirements;
  • Arrange, control and coordinate activities to ensure protection and security of passengers, crew members, ground personnel, population, aircraft, airport and air navigation facilities against acts of unlawful interference committed on the ground and in flight;
  • Cooperate and coordinate with other government agencies on matters of aviation security;
  • Development of regulations in the field of aviation security and implementation of ICAO recommended practices and standards in the legislation of the Republic of Kazakhstan.

 

Qualification requirements:

  • Citizenship of the Republic of Kazakhstan;
  • Higher education: technical sciences and technology (aeronautical engineering and technology), or law or services (organization of transportation, traffic and operation of transport, aviation security in air transport), or social sciences, economics and business;
  • At least two years of work experience with the civil aviation authority in the field of aviation security, or at least three years of work experience in the field of aviation security in civil aviation organizations or other related areas (law enforcement and special state agencies), or at least three years of work experience as a chief specialist in aviation security in organizations which are state enterprises with the right of economic management and which have been under the authority of the aviation security authority
  • Certificate of training and retraining as an ASS supervisor issued by ICAO training centers;
  • Certificate of completion of national inspectors courses issued by ICAO training centers;
  • Certificate of completion of an aviation security instructor training course issued by ICAO training centers.

Professional competence:

  • Knowledge of the normative legal acts of the Republic of Kazakhstan regulating relations in the field of civil aviation;
  • Knowledge on ICAO standards and recommended practices as per functional responsibilities;
  • Knowledge on the requirements, methods and procedures applied in protecting civil aviation from acts of unlawful interference;
  • Knowledge of airport screening technology procedures, access and on-site security at airports;
  • Knowledge of English language sufficient to read and understand technical documentation;
  • Computer skills in Word, Excel, E-mail, Internet, Power Point.
